I had a look around to see if some people already made development tools/homebrewed games and i found several initiatives :
- Pico 8 :

- Pokemon essentials tools : seem to be a big community around pokemon games. They have already lot of fan games completed :

- Zelda fan games : But they don't seem to be working on specific software tool for development.

It would be interesting to see if they can be installed in emulationstation.
